The rule that prevents football coaches from going out on the road recruiting in the spring is a big nuisance to USC coach Pete Carroll, but I wouldn't call it the The Carroll Rule. NCAA bylaw 13.1.8.4.1, a regulation adopted January 14, dictates that head coaches cannot engage in off-campus recruiting activities during the April 15 through May 31 evaluation period.
